Contract News:

 

1. Westar?s Blanket Purchase Agreement (BPA) for the Technical Domain was awarded on 1 Feb 2005. It was extended by the AMCOM Acquisition Center on 11 January 2006.
2. The Express Technical Domain has 3 Contracting Officers (KO) to handle a substantial workload?Please direct questions to them thru Westar. We will find the appropriate KO, and respond as quickly as we can to your questions.
3. Adding Teams/Subs to existing TO?s is an EASY task-- providing we follow the guidelines set forth by the Acquisition Center. Here they are:
   1. The company must be available on the BPA
   2. The addition must be specific to an upcoming task under the Task Order. Westar must identify the upcoming task.
   3. Westar must provide justification regarding the specific expertise this company has which is required for the upcoming task.
   4. Westar must verify that the required expertise is not currently available on our current Task Order/Team.
   5. Westar must provide rates for the new contractor for the life of the Task Order.

                     i.      NOTE: the company is not added to the TO until the task is incorporated which uses that specific new company.

                    ii.      Dollars have to be at the Acquisition center before or while simultaneously requesting the addition. Requests will not be evaluated until dollars are on hand.

                   iii.      NOTE: The Government buys skills and expertise. Therefore, justifications must prove the skills and expertise originally required have changed
?and cannot be written to justify specific individuals.

4. Requests for Realignments/New Labor Categories
   1. If the realignment is within the authorized categories for the task in question, it may be approved by the COR and a modification will NOT be issued.
   2. If, however the realignment involves categories not originally ordered for the task, it must go thru the KO for approval, and a modification WILL be issued.

 

 

Updates:

 

1. The open season for joining Westar?s Technical Team is now over. Westar added  32 new subcontractors, and 22 new team members which brings our subtotal to 93 subcontractors/59 team members and a grand total of 152 team mates. Congratulations to those new team mates!! Please look at our PIE Charts under ?Socio-Economic Status? to check on Westar?s track record thus far.

 

2. The original Task Orders from 02K have been re-competed under Express. Opportunities for new work have, and will, continue to slow down.  New Task Orders will generally, but not always, be targeted towards new business aimed at specific opportunities that have been marketed. The likelihood of competing for and winning new tasks is somewhat diminished under the above scenario. If you have marketed work, and expect to receive a new task order, PLEASE pre-market your work with us!!  You may send Kurt Heine at heine@Westar.com or Bill Wahlheim at wahlheim@westar.com an email note as a reminder. Also, please pre-register your work on this website to preclude wasted time.  Team Mates? Bottom line is for all of us to market our customers aggressively!!

 

3. WE?RE MOVING!! Westar Aerospace & Defense Group, Inc. will be moving effective 1 April 2006 into our new facilities located at Research Park. 4. Measuring Performance-Based Services. As you know the Government is working hard to make EXPRESS Task Orders standard with respect to the ?grade? a contractor receives. Subcontractors and Team Members who are late with trip reports and other deliverables will reduce the effectiveness of Westar?s overall annual performance evaluation. PLEASE make our staff aware immediately if there are circumstances where you believe you may be delinquent for a legitimate reason, and we?ll work hard to mitigate or delay the due dates of deliverables with your Contracting Officer Representatives (CORs).
